This work tries to explain the change of the initial Peruvian liberalism, as a consequence of the Latin-American emancipator movement and the main political ideas. In addition, it shows the knowledge of the political actors of that moment and Atlantic and Occidental constitutional models. Under the influence of these models and political ideas was designed the Constitution of 1823.
