Public order and police democratization in the Spanish Second Republic (1931-1936)

Abstract

During the Spanish Second Republic there was a strong contrast between reformist policies designed by governments and its implementation by the middle and lower echelons of an administration that showed little inclination to assume the duties and responsibilities imposed by the new democratic situation. This paper analyzes the attempts to reform and the resistance to changes in the police administration. The conclusion is that while in the level of decision-making centers the State refrained from taking sides in the socio-political conflicts or kept scrupulously a legalistic attitude, the peripheral administration evidenced a growing tolerance towards the caciquist interests and the violent anti-republican groups.
