Firstly, we will show how the idea of judicial review appeared at the beginning of the French Revolution, against the main idea of “légicentrisme”, because it was supported by Sieyès in other different basis, and during the Third Year … We will also show some Constant’s original thoughts about the “judicial power of other powers” and, finally, the “neutral power” of the Chef of the State, as a kind of a Great constitutional watcher maker.
